Economic evaluation can aid in establishing an appropriate level of investment in roads, in selecting the best scale and timing for a particular road improvement, and indicating the relative merit of different road construction projects. Ideally evaluation should form part of an overall planning process. The model, or computer program here described can be used in this way, or independently if planning data are limited.
