This article shows the use of a thorough analysis of local traffic development to create a strategy for a more sustainable urban traffic. Pedestrianisation as a strong push measure is developed into a pedestrian network approach, integrated in the urban planning. The peculiar characteristics of the urban form do play an important role in the design of Granada's traffic policy. Strong modelling gives coherence to local policy and a sense of direction. The Granada approach stresses the creation of hierarchies in the traffic system and of spatial differentiation. The plan aims also at the creation of circumstances that will prevent highway behaviour. The elimination of through traffic is an important element. To do that a lot of filters need to be introduced on different levels. (A)
