This paper and presentation describes an effective traffic safety management system directed by the Traffic Improvement Association of Oakland County, a 28 year-old, public/private, non-profit organization that has been successful in leading the traffic safety efforts in this growing urban area. Emphasis is placed on how TIA's Traffic Management System (TMS) effectively works to meet the day-to-day traffic problems by dealing with 62 local communities, 45 local enforcement agencies, judges in 15 district courts, traffic engineers, school officials, automotive companies, state and federal safety agencies. With the increased population growth and vehicle miles travelled, and with TIA's leadership, this TMS model has successfully reduced fatalities from 206 in 1969 to a record low 80 in 1994. Serious injuries also were significantly reduced. Of the 83 counties in Michigan, Oakland County leads the state with the lowest rate of fatalities versus vehicle miles travelled. (A)
