Modelling congestion : refinement of the HDM-4 model.

Within the pavement management system HDM-4, traffic congestion was modelled using the concept of acceleration noise to estimate the costs of non-steady speed driving. While this work was based on the available data at the time various aspects have since been revised to provide a better level of reliability in the models and underlying assumptions, with the aim of enabling the rapid, yet accurate, estimation of traffic congestion costs. This paper looks at the results of subsequent research and the application of the traffic congestion model in three countries, Malaysia, Thailand and New Zealand. The paper presents an overview of the philosophy of the approach, where the approach sits in the broad spectrum of traffic models and the implications of the results The application of the theory inside the HDM Tools CONGSIM software application is discussed, including what assumptions are made inside the software that the user should be aware of. The paper also looks at future research prospects that are aimed at further extending the application of the theory and what benefit each approach is likely to yield.
