Modelling external factors in transport.

A noise model has been developed for use in the Department of Infrastructure based on a modification of the CoRTN Model. This model has potential for use in strategic planning to produce noise level estimates and hence noise cost estimates for environmental appraisal of new road developments. This paper outlines the modifications made to the CoRTN model and discusses possible applications for the model along with its benefits and limitations. A simple, user-friendly format was produced for the model for ease of application to large projects. When used in conjunction with a number of other models for external factors such as greenhouse emissions and air quality, the model should soon become an integral component of benefit cost analysis for new projects within the Department of Infrastructure. This new modelling procedure could have a dramatic impact on the planning of projects such as construction of a new freeway. Since the benefit cost ratio could be lowered significantly after the inclusion of external factors, the cost of measures such as a sound wall could thus be evaluated.
