There is relatively little published macro level research of vehicle ownership and use in low income countries. This paper is concerned with examining the factors which influence the growth and patterns of vehicle ownership and use in low income countries. The underlying objective is to develop a forecasting framework designed to provide medium term projections for development and transport planning. The models, both relating to cars and commercial vehicles, relate to a large sample of the poorest countries in the world. They relate ownership and use of vehicles to a set of socio-economic variables. In addition to estimation of elasticities and other relevant parameters, some sample forecasts are produced.
