Modifying negligent driver behavior through warning letters.

This paper discusses the effect of a warning letter programm on collision frequency reduction and concludes that the on standard letter and the experimental law-threat letters were more successful than the high threat letters, however had some effect on collision reduction. The findings did not support the sending of a short question-naire with the warning letter.
