The traffic problems in major cities can only be solved by a responsible, task- orientated use of local public transport and private cars, a use which must be guided by the considerations of town planning and the characteristics of the transport system. Giving priority to public over private transport in commuter traffic and a competitive relationship between public and private transport for shopping etc. are the bases for such responsible use.
