Road Safety Monitor 2016 : Background information and research account. This report serves as background report and research account for the Road Safety Monitor 2016 (R-2016-14, http://www.swov.nl/rapport/R-2016-14.pdf) and discusses: - Developments in number of road fatalities and seriously injured • Developments in demographics, mobility and risk; - Developments in road safety indicators, and - Road safety measures implemented The developments in the casualty figures are considered for both the long and short term: - The long-term development; this indicator concerns the trend for the period of 2006-2015, expressed in an average relative annual decrease or increase. - The short-term development; this indicator concerns the comparison of the number of casualties during the previous year (2015) with the average of the three years prior to it (2012-2014). Additionally, this monitor also compares specific categories of road fatalities in 2015 with the figures for 2014 and with the figures that could have been expected based on the trend, the reason being that 51 more road fatalities occurred in 2015 than in 2014. SWOV considered this increase significant enough to decide on further analysis. See for detailed data the R-2016-14B SWOV report: Increase in the number of road fatalities in 2015. Different from earlier monitors, this monitor pays less attention to the implementation of the Road Safety Policy Incentives. The 2012 Road Safety Policy Incentives comprises 23 extra measures to reduce the number of seriously injured. The implementation of the Policy Incentives was monitored in the annual SWOV monitor. As the majority of measures have been implemented since, this monitor does not focus on the Policy Incentives as much. On the other hand, extra attention has been given to measures to improve cyclist safety ensuing from the Local Safe Cycling scheme.
