MOLASSES (Monitoring Of Local Authority Safety SchemES) is a central computer data base administered by TRL containing information about the effectiveness of Local Safety Schemes (LSS) implemented by Local Authorities (LA) within the UK. MOLASSES was initiated by the CSS (County Surveyors' Society) Accident Reduction Working Group in 1991 in order to assist in the dissemination of information about LSS and is dependent on LA voluntarily supplying information. Analysis of the LSS within MOLASSES indicates that they continue to yield high first year rates of return and this is not decreasing with newer schemes. All the treatment types are effective at reducing casualties and accidents, and have similar levels of effectiveness (especially with regard to annual average accidents prevented). The results from MOLASSES give an indication of the typical performance of different treatment types making it easier for LA personnel to estimate the benefits of each treatment type.
