This paper is about the creation of a National Traffic Police force (NTP) in Israel. The creation of a National Traffic Police force (NTP) in Israel in September 1991 comprised both organizational changes and a doubling of personnel and other resources. It was accompanied by a comprehensive 21 month follow-up and evaluation project consisting of four components: (1) Monitoring of police traffic operations; (2) Monitoring of changes in drivers behaviour; (3) Analysis of accident trends; and (4) Design and follow-up of experiments in enforcement tactics. Results from the first year of evaluation regarding the relationships between the amount of enforcement and changes in driver behaviour are presented. (A)
