The Moscow Urban Transport Strategy Study (UNDP Project RUS/97/029) was commissioned by the United Nations Development Programme (UNDP) and the Moscow City Government (MCG), with a view to preparing a Short Term Plan (STP) and a viable 20 year transport strategy for Moscow. The UNDP appointed Dornier SystemConsult with GIBB to carry out the study. A Long Term Strategy (LTS) was developed by the Consultant after exhaustive analysis of transport policy options and testing using the General Consultant's traffic simulation model. The LTS is designed to provide for the mobility and transportation requirements of Moscow residents and businesses up to 2020. It uses the best predictions of economic growth, population, employment and land use available as the basis for plan development. The STP follows directly from the LTS and comprises a number of priority projects for implementation in the period up to 2005. These projects and related policies should support the Moscow Master Plan, address the key problems of urban transportation in Moscow, be economically feasible and fundable. They were derived through a process of refinement and prioritisation of the projects included in the LTS. A key additional requirement of the study was an attempt to attract private investors to participate in transport projects. A seemingly challenging process as it followed within a year of the Russian economic crisis of August 1998 and thereafter. The focus of this was a major international conference organised by the consultant and held in Moscow in September 1999. As a result of this conference and further discussions some key projects are making substantial progress.
