This study investigates the relationship between motorcycle laden power to weight ratio (LPW), style, and motorcycle crashes in Victoria. At present, novices (riders with learner permits or first year licences) are limited to sub-260 cc motorcycles and are not allowed to carry pillion passengers. The results showed that only 81.3% comply with the present 260 cc limit. Accident reduction depends on the LPW limit chosen and the level of compliance with the restrictions. Greater compliance with the sub-260 cc limit may be achieved by restricting ownership of such motorcycles. The results emphasise the contribution to the total level of motorcycle road trauma of `un-riders' (unregistered and/or unlicensed motorcyclists) and those not complying to restrictions. They also emphasise the need to develop initiatives that reduce non-compliant behaviour without being dependent on high levels of enforcement. (A)
