Of all road users, motorcyclists and pedal cyclists have much the worst casualty rates per kilometre, the peak age groups being 17-19 and 10-14 respectively. Combining vulnerability with speed, motorcyclists (including scooter and moped) are estimated to have more than twice the death rate of cyclists, according to 1977 figures, and 24 times those of motorists-and passengers fare worse than riders.
