The primary objective of this demonstration project is to determine the crash reduction effectiveness of motorcycle rider education courses in combination with improved knowledge and skill testing. Secondary objectives were (1) to demonstrate the feasibility of rider education program as a condition for issuance of a motorcycle operator's licence (2) to determine the impact of motorcycle rider education on accident and violation involvement (3) to determine the impact of improved licence examinations on accident and violation involvement, and (4) to determine the cost-effectiveness of motorcycle rider education as a countermeasure for motorcycle accidents.
