Multi-attribute prioritisation framework of pavement maintenance.

An effective prioritization framework is a prerequisite for the maintenance selection process in pavement management systems. Several analysis tools such as RTIM, HERS and HDM-4 have been introduced to serve this purpose in pavement maintenance. In general, pavement agencies may simultaneously consider various factors; however, factors other than maintenance costs and user costs are often ignored by many road agencies. This research places an emphasis on identifying important factors involved in pavement maintenance. In order to eliminate this difficulty, this research aims to develop a multi-attribute prioritization framework of pavement maintenance in developing countries. Important factors are identified by capturing actual maintenance practice and expert opinions through questionnaire survey. Relative weights of these factors are determined to prioritize their effects. Finally, utility functions are derived based on the weighting factors and related performance indictors to help highway agencies better prioritize their pavement maintenance in the most efficient manner.
