Multi-modal evaluation and assessment : a perspective.

A need exists in Australia and New Zealand, as it does in other countries, for a means to evaluate and prioritise candidate transport infrastructure investments, so as to ensure funds flow to the most worthwhile projects. Transport agencies around the world are now considering whether existing methods of evaluation are able to deliver the broader outcomes that the community is seeking. The primary aim of this study was to contribute to the development of appropriate methods for consistent evaluation of multi-modal transport projects and plans. The report contains three sections: A. Multi-modal evaluation techniques; B. Results of Austroads survey on current practice; and C. Effects of the transport modes. This report provides a perspective to project evaluation and the tools used by various Austroads member agencies in project evaluation. (Author/publisher)
