This paper identifies the common issues arising from the UK multi-modal transport studies including the role of the problem statement, public consultation, the high level of modelling required, better analysis of freight requirements and testing of policies and schemes. Issues raised by individual studies include decision making from inconclusive technical analyses, bias in value-for-money appraisals, the role of the rail network, goods vehicle policy, travel behaviour change, transport/land use interaction, financing and promoting the study findings. Recommendations for future studies include those required to take schemes through the statutory processes required for implementation, monitoring of progress towards implementation, consistent implementation of minor works. Recognition of the costs of preparing for major schemes, maximising the use of modelling for appraisals and public enquiries, and establishing a realistic funding framework.
