The term “Dangerous Goods” replaces the previously used term of “Hazardous Substances”. There are a wide range of requirements when transporting Dangerous Goods; most of these are imposed by International Conventions and Codes to which New Zealand is a signatory. The most significant is the United Nations Recommendations on the Transport of Dangerous Goods (UN Recommendations). The objective of the UN Recommendations is to eliminate or minimise risks, to promote safety and facilitate the transportation of Dangerous Goods. The intent is to minimise the difference between, and inconsistency within, different transport modes. Despite these efforts, there remains a significant number of differences in the requirements between the modes (usually because different conditions are encountered during transport). This document will identify which requirements or exemptions apply. This document deals primarily with the multi-modal transport requirements for packaged (non-bulk) Dangerous Goods. The transport of explosives and radioactive materials has special requirements and will not be dealt with specifically. (A)
