The total passenger transport system can be divided in three systems: the car, public transport and slow traffic. Each of these systems has his own characteristics, and therefore also his own applications. The three systems are considered as competitive. The combination of public transport and slow traffic is occurring only on a big scale. In the other cases the substitution between the systems are studied, in particular from the car into public transport, by influencing the mutual competition. However, this substitution is a slow process. Much advantages and disadvantages of the systems are structural and can be modified only marginally. It is better to study how far combinations of the systems can fulfil better the wishes and requirements, for the quality of the total traffic and transport system, as well as for the limitation of the external problems regarding the traffic and transport. A multimodal construction of the passenger traffic is suggested.
