The infrastructural approach to the concept of permanent (durable) safety rests on the premise that optimal road safety is guaranteed through balancing the function, usage and design of roads and crossings. In a road network in which this balance is perfect, the chance of occurrence of accidents arising out of the infrastructure (design) is limited in advance. The road network manager who has been charged with reducing the number of accidents within his area of responsibility, has the task of incorporating the concept of durable safety in the overall road management policy. This policy embraces not only the care for road safety but also the mobility, access, the environment and the quality of life. Scarce financial resources already limit the speed with which road safety measures can be executed and the before priorities have to be established within which the impact of these measures on road safety are calculated and play a role.
