This report presents a design for a traffic measuring network for national and provincial purposes. This is made in cooperation with the Dutch provinces of Friesland, Overijssel, and Limburg. A traffic measuring system can be distinguished into a permanent and a temporary system. The first system uses fixed loop detectors in the road pavement. The second one uses radar or tubes laid on the surface of the road pavement. A permanent system can further be differentiated in a base measuring network in each province. Aggregation of the data to a national level gives a representative result regarding speed for the different road types. A complementary permanent measuring system completes the measuring system for provincial road policy purposes. A flexible measuring system can be used on the remaining provincial roads. It is important that locations are chosen far from discontinuities, such as a sharp bend or an intersection. It is desirable that individual vehicle data are registered. This gives the greatest possibilities for analyses. A uniform structuring and sampling of the data is required. The aim is to make the aggregation of data for national purposes possible. The appendix contains examples of sampling of traffic data on the basis of pilot measurements conducted in Overijssel.
