An important starting point for obtaining a `sustainably safe' traffic system is the use of a consistent design for each road category. Transitions between the road categories as well as the right-of-way regulations used at these locations must be designed in a consistent and therefore predictable manner. For the manual to be used during the first phase of the `Introductory Sustainably Safe Programme', a question that required examination was: What can be recommended for the connection of a residential road with an access road: a priority junction or an exit construction? This study was carried out in response to uncertainties in the outcomes of a previous SWOV Institute for Road Safety Research accident study. Apart from construction costs, the multiplicity of designs for exit constructions and the possible effect of design on road traffic safety were important arguments for recommending the use of priority junctions to connect residential roads with access roads.
