This scientific poster describes a new medical review system, and explains why it has been proposed. The system would consist of three components: (1) a Medical Condition Relative Risk Scale (MCRRS); (2) a Multiple Impairment Risk Score (MIRS); and (3) a Functional Evaluation Assessment (FEA). The MCRRS will be a list of medical conditions that could impair driving. Each medical condition will be assigned a relative risk score. It is proposed that the MCRRS be patterned conceptually on the globally accepted Abbreviated Injury Scale (AIS). A crude example of the MCRRS scale and its application to diabetes is given. The MIRS would be derived from the MCRRS. One model for the MIRS is the AIS derivative, AIS derivative, the Injury Severity Score (ISS). The FEA will be a uniform list of variables for the driver licensing agency to use in conjunction with the MCRRS and the MIRS. The aim is to assess the functional capability of a driver with medical conditions relative to the driving task. Two immediate benefits of this system are: (i) It would provide the driver licensing agencies with a scientific body of knowledge to support their licensing decisions; and (ii) it would preserve the system of individual evaluation incorporating a functional capability approach.
