The strategy is to promote cycling in the UK so that the number of trips by cycle in the year 2002 will have doubled, and quadrupled by 2012, when compared with 1996. It intends to promote cycling priority on the highway, in the centre of towns, at the workplace and in new developments. The strategy discussed creates a focal point for the influence of changes in physical conditions, the attitudes of individuals and the outlook of organisations. Common objectives are set out, targets are recognised and a range of actions identified that can help meet the targets. These include the integration of cycling with traffic management, cycle security, communications and the local framework. (Author/publisher)
