This plan describes the National Highway Traffic Safety Administration's views on how to approach the traffic safety issues of older persons. It provides a comprehensive, coordinated program for improving the safety of older persons taking account of the trade-off between safety and mobility. It incorporates the agency's response to the expected recommendations of the Transportation Research Board's study "Improving the Safety and Mobility of Older Persons," as well as other work on the safety of older persons deemed necessary based on an internal planning effort. It includes projects in problem identification, occupant protection, driver licensing, pedestrian safety, consumer information, and vehicle safety.
