National initiative for increasing safety belt use : fifth report to Congress; third report to the President.

This report is submitted in response to executive order 13043 and the House and Senate Appropriations Committees' directive to the Secretary of Transportation and the Administrator of the National Highway Traffic Safety Administration (NHTSA) to keep the President and the Committees apprised of the activities of the national Buckle Up America campaign. This report highlights the activities of the campaign from January 1, 2000, through December 31, 2001. (Author/publisher)
