ITS R&D activities in Korea have been conducted sporadically by various public agencies and private industries in the absence of any coordinated plans. The Ministry of Construction and Transport (MOCT) is currently preparing a master plan to launch the national ITS research and development program to begin in 1997. The national R&D program will be led by the MOCT in partnership with other governmental departments. The R&D activities will be administered and coordinated by a research working group composed of governmental research institutes and experts from academia. The R&D program will attract a variety of private-sector industries, since significant contributions to funding is required. Through the R&D program, ITS-related R&D efforts will find a common datum point, which would form a solid technical and financial base for the realization of ITS. In addition, the trial-and-error that could occur during ITS deployment by regional groups can be minimized if systems generally applicable to all regions are developed through ITS R&D.
