This paper presents the work of the Swedish Committee of Inquiry into Road Traffic Responsibility. The trend in traffic injuries rose in the 1990s and political attention to traffic safety centred on the "Vision Zero" approach to road transport safety, with its goal of no fatalities or serious injuries on the road. Safety responsibility in other sectors has been developing along similar lines. Legislation regulates the responsibility of system designers: the Committee recommends that designers study fatal accidents in order to propose improvements. A road traffic inspectorate is recommended to evaluate the road system, ensure adequate accident investigation, draw up regulations on quality assurance, and initiate research and development. A goal could be a 50% reduction in the number of persons killed in a ten-year period. For the covering abstract see ITRD E118917.
