As an independent statutory body, the National Transport Commission (NTC) contributes to the achievement of national transport policy objectives by developing regulatory and operational reform of road, rail and intermodal transport. Recommendations and advice are presented to the Standing Council on Transport and Infrastructure (SCOTI) for approval by a majority vote. The requirement for NTC to develop a rolling three year strategic plan each year for SCOTI approval is set out in the Inter-Governmental Agreement (IGA) for Regulatory and Operational Reform in Road, Rail and Intermodal Transport and the National Transport Commission Act 2003.
