Travel decision-making is described in behavioural terms, and an alternative to conventional travel forecasting is suggested. Two issues are considered. The first is the order of travel decision-making. The second is the interaction of travel decisions. The order of travel decision-making with expected utility theory is defined, and the interaction of travel decisions with dynamic programming is described.
