Teenagers report more violation of the passenger restrictions than do parents. Law enforcement personnel in the state support graduated licensing, but enforcing the law is not a priority. In Tennessee, The National Highway Traffic Safety Institute (NHTSA) conducted a survey to measure the effectiveness of a program that provides educational materials to parents of teenaged drivers. While parents responded that they appreciated receiving the material, there was no measurable effect on parental involvement nor on the teenage drivers' behavior.
