After a period of some uncertainty, the implementation of GNSS-based RoadUser Charging systems is becoming a reality in Europe with the Dutch government assuming the risk of becoming the first authority implementing a system for all roads and all vehicles. In spite of this progress, it is important to recognize that standards are not yet mature enough and, therefore, different initiatives could lead to different, noninteroperable solutions. Of special criticality is the lack of performance requirements standards that would be necessary for the procurement, validation, certification and operation of these systems. This paper highlights the need for those performance requirements as a must for a fair procurement and a smooth system implementation and exploitation and the importance of a clear and unambiguous definition of those requirements.
