Traditional traffic management schemes focus on solving a particular problem without considering any wider impact which may include a reduction in safety. Traffic assignment models can take account of re-routing effects but do not take account of effects on safety. This paper outlines the development of software which can be used to predict the number of accidents across a road network. When linked with a traffic assessment model it is possible to carry out comparisons between schemes taking account of reassignment, congestion and safety issues. Two examples of its application to traffic management schemes are described.
