This document reviews evidence that shows that newly qualified drivers and motorcyclists of any age are more likely to have accidents that more experienced people. Measures are proposed to reduce the accident risk of new drivers. These include: a) retesting for new drivers convicted of offences; b) separate theory testing as part of the initial driving test; c) provision of post-test driver training; d) road safety education for the 16 plus age group; and e) increasing the age for the full licence to 18. The costs and benefits of each proposal are reviewed briefly, including any necessary changes to legislation. Rejected measures are also listed, with reasons each rejection clearly summarised.
