In Germany, a manual for traffic quality and capacity on streets and highways has been prepared on behalf of the Federal Minister of Transport. A first draft was presented in 1993. This paper describes the background for the more important chapters. Motorway sections are specified in more detail. Here the lack of a general speed limit in Germany has important impacts on the determination of measures of effectiveness. Signalised and unsignalised intersections are also discussed. Pedestrian and public transit facilities are mentioned. The measures of effectiveness for the LOS-classification for all types of highway and street facilities are given. In this paper, special attention is drawn to recent research results which are to be included into the manual. These are delays at intersections under non-stationary conditions including queue length distributions, e.g. mean and 95th-percentile queue lengths. (A)
