The Canadian province of British Columbia has introduced 2 new laws in an attempt to reduce drinking and driving. The Administrative Driving Prohibition (ADP) and the Vehicle Impoundment legislation are intended to speed up the conviction of drinking drivers. This paper concentrates on the ADP legislation. The design of the programme is briefly discussed, in particular the choice of valid, sensitive measures and the need to dissociate programme effects from the effects of exogenous factors.
