New policy proposals for novice drivers in the Netherlands

First the scope of the problem is analyzed. What is the accident risk of novice drivers and what is the role of both experience and age? Next an overview is presented of all possible causes for the high accident risk ratio of novice drivers. What directions policy options can take to bring the high accident risk ratio down is discussed in the next paragraph. The paper ends with a brief summery of developments in the Netherlands and how scientific knowledge was used to introduce new countermeasures.
