This paper describes a new ISO and CEN standard for Electronic Fee Collection (EFC) System architecture. The standard has been known for some yearsas CEN ISO/TS 17573:2002 RTTT - EFC - System Architecture for Vehicle related Transport Services. However, different conceptual models have been developed by European projects, e.g. CESARE, CARDME and PISTA as well as national and regional implementations, e.g. in Japan. The new models have been detailed to a further extent compared to the CEN ISO/TS 17573:2002 beingmore close to new terminology, new roles and entities and real life implementations. From this point of view there has also been a need for upgrading the existing 17573 reflecting the development having taken place since the work with 17573 started 5-6 years ago. The new standard covers both EFC systems based on Dedicated Short Range Communication (DSRC) as well as Cellular Networks/Global Navigation Satellite Systems (CN/GNSS). To be moregeneral the new standard is based on existing ISO standards for Open Distributed Processes (ODP). The paper focuses on the roles and responsibilities in an EFC community and system.
