This paper reports on the methodology and results of a ‘baseline’ study of the costs and charges associated with the NZ road and rail systems, using data from 2001/02: the study was designed to provide a much-improved foundation for the development of regulatory, pricing and investment policies affecting these two main land transport modes. This study is known as the New Zealand Surface Transport Costs and Charges Study (STCC): it was undertaken for the NZ Ministry of Transport by Booz Allen Hamilton and associated consultants over the period 2002-04, and publicly released in March 2005. The principal focus of the paper is on the findings of this baseline study and their main implications for future policy development.
