The National Travel Survey (OVG) in the Netherlands started in 1978 and has been conducted by Statistics Netherlands (CBS). Since 1985, the data have been collected through telephone interviews (CATI) and journey diaries sent by mail. For years, the OVG was faced with a significant decline in response. The entire survey process of the OVG was evaluated to improve the response and quality of the data. A project was started using the "Neuen KONTIV-Design" (NKD) developed by Socialdata (Germany) as basis for a complete redesign of the survey process. CBS conducted a pilot project in September 1997 to test the NKD possibilities. The complete survey process of the NKD was carried out at the office of CBS in Heerlen, supervised by a Socialdata field coordinator. All details of the survey process were made accessible to the CBS employees. The results of the NKD pilot were confronted with the results of a control group taken from the ongoing OVG. The overall response was significantly higher in the NKD pilot. As a result from the NKD pilot, CBS redesigned the OVG using the NKD. Additional analysis of the data from the NKD pilot and the OVG control group will result in correction factors, needed for the correction of the OVG results from 1985 until 1998. (A)
