New plans: new ways of monitoring! In the context of new traffic and transport policy plans, Rotterdam has developed a new line of thinking regarding the evaluation of these plans. Presentation and contents of the new monitoring system are the main aspects. This paper describes the process that led to the development of a new monitoring system. It deals with questions like: what are the goals of monitoring, which aspects of plans are to be monitored and what is the best method for monitoring? Furthermore it contains a thematic list of old and newly developed key indicators. As the old monitoring system approached the region or city of Rotterdam as a whole, the new one also evaluates developments in areas within the region. The new monitoring system focuses on the quality of areas regarding accessibility and livability. As a result `hard' goals are of less importance in the new system. (Author/publisher)
