The aim of this report is to make recommendations on approaches to tackle the current problem of adult restraint non-use in light passenger vehicles in Australia. In order to provide this set of evidence-based recommendations, a number of tasks were undertaken. First, identification of those most resistant to using restraints was undertaken to determine the need for more specific targeting of countermeasures. Second, identification of effective measures to increase restraint use was undertaken through a review of the published literature and national documents to understand the current state of play and focus. In addition, information from each jurisdiction was sought to understand the current and planned policies, practices and activities. The recommendations are targeted at the national level and address legislation, policy, enforcement, public education campaigns and development, promotion and implementation of effective technologies (particularly aggressive reminder systems, interlocks and other supporting measures).
