Normative behaviour is unattractive if it is abnormal : relationships between norms, attitudes and traffic law.

There have been many attempts to influence road user behaviour either by changing the contingencies, mainly through police enforcement, or by changing the attitudes, beliefs and motives underlying the behaviour. It is postulated that these attempts have not been particularly successful because the normative factor has been ignored. In relation to norms, attitudes and traffic law, attention is paid to the two speed limit changes that were recently implemented in Sweden and The Netherlands.
