North American development of adaptive traffic signal systems.

This paper examines the current status of development and implementation of adaptive traffic signal systems in USA and Canada. It examines the current programs for development of adaptive signals, the successes and failures, the attempts to introduce systems developed in other countries, and the reason for their, as yet, limited acceptance. Examples of several new system demonstration projects are described, such as RHODES, OPAC, and Streetwise, with results of several evaluations. Examples of deployment of SCATS and SCOOT are also described, with a discussion of the evaluations that have been completed to date. The paper discusses the reasons for the slow acceptance of adaptive systems in North America, compared with wide acceptance of such systems in Australia, UK and parts of Europe and Asia.
