North Carolina was one of the first states to enact child passenger safety legislation. The law, which was enacted in 1981 and became effective in 1982, gave child safety advocates a particularly useful tool to use to convince parents to buckle up their children. A brief analysis presented here, of restraint usage rates for young children shows that these activities throughout the years have been successful, but that there is still much room for improvement.
