Mobiliteit moet meer aan de markt worden overgelaten. In een mobiliteitsmarkt betaalt de gebruiker respectievelijk de vervuiler voor de maatschappelijke kosten die hij veroorzaakt. Dat kan bijvoorbeeld via een naar tijd, plaats en milieubelasting gedifferentieerde kilometerheffing. Een mobiliteitsmarkt zorgt bovendien voor een meer directe wisselwerking tussen aanbod en gebruik van infrastructuur. Op deze manier ontstaat er een zelfregulerend systeem, dat een bijdrage levert aan de overgang naar duurzame mobiliteit. (Author/publisher) English abstract: The Cabinet has asked the Social and Economic Council (SER) for advice on its traffic and transport policy for the next twenty years, set out in the Policy Document on Mobility, which has yet to be approved by the Lower House. The Policy Document on Mobility addresses mobility issues in a pragmatic fashion. This is clearly reflected in the following extract: ‘Mobility gives people the opportunity to develop themselves and to relax. Trying to restrict mobility would therefore mean trying to restrict society’s needs.’ In light of this, Cabinet policy aims to steer the mobility issue in the right direction, while taking into account the interests of safety (including road safety), public health, the environment and the quality of the living environment.
