The Minister expresses in this memorandum his views on the problematical aspects of the dangers of traffic, being governed by 3 factors: a- the human factor: b- the vehicle: c- the road. Band c have to, as far as possible, be adapted to the possibilities and limitations of A Finally. The Minister has described his policy with regard to the furtherance of traffic safety.
