In order to counter the lack of information on mobile phone use among pedestrians and cyclists, the research project pursued the goal of developing a concept with which, in the future, representative data on the aforementioned research object can be collected regularly on the basis of behavioral observations. Through continuous monitoring of the use of mobile phones by pedestrians and cyclists, changes in usage patterns are to be investigated in order to develop traffic safety measures or campaigns to increase road safety, if necessary. To develop such a concept, an analysis of scientific publications on the subject of distraction by mobile phones among pedestrians and cyclists was carried out in a first step. In particular, studies based on traffic observations and measuring the prevalence of mobile phone distraction were examined. Numerous conclusions for the conception of a pilot study were drawn from the results of the literature analysis. This conception was then tested for practicability in a pilot study in the cities of Nuremberg and Erlangen. From the data collected, conclusions were drawn for the future regular survey – in particular with regard to the location characteristics recorded and the coding of various types of mobile phone use and other secondary activities. On the basis of the pilot study as well as further research, a final survey concept for the regularly monitoring of the use of smartphones by cyclists and pedestrians was finally drawn up. This concept includes the calculation of the required sample size, a mechanism for the selection of survey regions and requirements for the individual locations used for data collection. In addition, the survey instrument, which was tested in the pilot study and optimized, is presented and the recommended procedure for regular surveys is described. Lastly, a manual was prepared which describes all relevant factors for the regular surveys in compressed form and will be made available to future research participants as an aid. (Author/publisher)
