The Dutch government pursues a traffic and transport policy which is aimed at restricting car traffic. A part of the car trips has to be taken over by bicycle trips. The possibilities for this policy are explored. Therefore, the role of the car in short distance trips, which can be taken over by the bicycle, is mapped. Special groups or situations for which the change from car to bicycle is particularly conceivable are also indicated. The impact of a bicycle stimulating policy on these groups is touched upon a national level and for some municipalities. (A)
